This so much, also note that dungeons are not trials, if tank has pvp gear but is not only able to taunt and survive but also do damage who will complain?Primarily because of elitism and or stupid players.
I for one have what elitist refer to 'top tier gear' but say if someone else isn't running something similar but it functions well, they would be ostracized and face routine kicks until they follow a meta or has something to prove that can preform their role well.

Extremely bad idea. It's bad enough that a vote can be made to kick a player in a Dungeon. I know the vote kick is there to remove a stuck/dc'd toon but reality is it is used to boot "under preforming" characters even in NORMAL Dungeons. It'd be much worse should inspection of gear be added.
I do not want to see another tool add to be used to measure up others to what someone thinks the "standard" should be.

If you're going through an entire dungeon with someone who's not trying, and you don't kick them, that's on you and the rest of your group. Someone could have the best BiS set in the game and not try.
Inspection of gear doesn't equal a player's intent to try...

Having the gear and skills on ones bar is about as useful as the CP they have.
It does not means jack unless they have the skill. There are players in the game who at low CP could out dps most of those who have posted in this thread. Those that often complain about GF groups are not exactly the strongest players in the game. Otherwise they could easily carry most groups in most dungeons.

I do not find your opinion valid of how you think if a person is trying or not. Getting into armor before CP 160 can be a drain and waste of gold. A number wait until they can start gathering these items. One source is to do Dungeons, granted these people should stick to normal but there are times that one needs to see have they progressed enough to move to Veteran.
Too often there are PUG's in normal mode that worry about "Carrying" someone when the contributions that each make are scaled. If you are worried about someone, ask them what sets they are working on, give pointers as to what may be good to pursue. We ALL KNOW that ZOS does not do this and we HAVE to rely upon our fellow players.
Myself, I started with beta (yes, I can publicly show my monkey) and left the game in that first year, came back with One Tamriel. Out of 13 characters, 9 are level 50 but it takes time to get good gear. I may have overland/ crafted gear I sill need to rebalance time and again from all the nerfs. I also don't want to be a exact cookie cutter of the recent Meta Build of the patch club, in order to be perceived as trying.
