And there would be little sense in adding polymorphs for stuff that they might want to someday perhaps release as crown store race... so, goblin and maormer, reachmen and the four akaviri races might not be such a good idea...
Extinct races on the other hand... from Dwemer to Kothringi, from Chimer to Lilmothiit, from Ayleid to Falmer... all thouse would seem quite possible.
Monsters too, of course, we already have a bunch of undead and deadric ones, but any mob in the TES bestiary that uses the normally available weapons is viable... (which I guess is not that large a group after all, considering that most of the weapon wielders are just enemy humans and elves, which would be covered by crafting styles and such...)
Still, there could be a lot of varietee there, after all, you could easily have a load oft different skeletons (like we do already... skeleton, skeletal assassin... could add skeletal mage and skeletal knight, then do the same with draugr and add casters, then do some more with the mummy theme for alik'r undead, then do burning skeletons and acid-dripping skeletons and whatever magic effect skeletons, ghostly polymorphs in various colors could be interesting too, and then various zombie polymorphs - normal civilian, bloodthorn, flayed zombie, drowed sailor; various humanoid daedric species and so on...
And we all know how -some- people want a vampire lord polymorph...
Though I suppose they would use humanoid mobs like spriggans or hagravens who do not usually use weapons, but as polymorph do fit the animations?
Same with the floating... I doubt that would work all that well with the player character attack animations, but I would noit mind seeing "usually floating" visuals as walking in ploymorph form - nereids, flame atronarchs, wispmothers... maybe also the "elemental spirits" from the Glenumbra wyress questlines...

And while we're at it, a "possessed empty suit of armor" polymorph? A la "Wrathman" perhaps?
Also, more on the "animated statue" front - we have the Anka-ra now, but who is to say we cannot have animated statues in other styles? A marble imperial statue, a bronze chimer statue, a clay "golem of prague" type statue? And naturally a factotum, though I would be very surprised if that wasn't planned already...
Possibly even a "frankensteins monster" extra-humanoid shivering isles style flesh atronarch
(though I would expect them to bring that as a boss mob forst before selling the matching polymorph - or maybe even as NPC, if it might fit the narrative...)
