Do NPCs have access to cell phones?

One thing i would like changed about this game is the bounty/heat system. If you kill a person and it is witnessed you should be able to remove your bounty if you kill the witness. Other games do this.

Or do NPCs have cell phones with speed dial setup for 911.

    Only problem is that it would be so easy to never have a bounty with how NPC detection range being what it is and how they can't run away fast enough.

    Not that I disagree but it would require a lot more work to make the system challenging.

    I would be fine with this if there was also a system where they could call out and guards came.

    Rather than being "OMG you killed that person, I will report you!" actually scream out and spawn/attract guards to deal with the player.

    911 scroll is used. Takes a holo of the action being committed and sends it to the nearest guard.

    except sometimes guards run away too, at least they did to me sometimes (Brave Ordinators)

    I get kinda annoyed that if I steal from the house dumner the ashlander guards care.

    But I understand it would be way more complicated to implement a faction based bounty system.

    Would be fun if justice system had a pvp element to it. Players who get caught committing a crime should be a valid target for other players to engage depending on bounty wheel and heat. However, the criminal player can only attack players that attacked them first. Those who play EVE Online know what I am talking about, would be great if ESO had something similar but not as complex.

    This annoys me also. Guards are trying to throw me in jail for killing people they in theory would be paying me to kill. So dumb.

    I think all guards have this hive mind thing going on regardless of faction. So I nab an apple literally 5 seconds before wayshrining to the complete opposite corner of the continent, and when I get there the guards already know I stole an apple. Also, how can they tell that this apple is stolen if I'm carrying 999 others exactly like that one? And what difference does a laundered item have when compared to a freshly stolen item of the exact same nature, that guards can immediately sniff one but not the other?

    The plot thickens.

    Even worse are the snitching goats: there is a lone Drunkard with a goat outside of Sentinel, kill him and the goat runs away screaming resulting in a bounty. Very suspicious goat ....

I don't know if it was a technical problem, or the outcry of PvE players, but the justice system is only half complete unfortunately.

    What annoys me is that if you kill an NPC literally in the middle of nowhere without using Blade of Woe, you get a bounty because that NPC sees you :neutral:

    Like...you're dead...and no one else is around. Did your ghost report me?

    Although there is always a very strong argument against imposing PvP penalties for PvE crimes in PvE areas whenever this comes up, the main reason it was dropped was because of the recognition by ZOS that it would be too difficult to introduce it in a way that couldn't be exploited. However, they also stated that they would in future keep PvP and PvE separate. I suspect the feedback over locking the PvE content behind PvP in IC was probably a contributory factor in that decision.

    EVE Online is, of course, a PvP-centric title, whereas ESO is not, so the previous comparison with that game is not relevant.

    Because this is a game, not a life simulation. Game mechanics trumps 'realism'.


    Remember, this is the same game world where you change from a Hero Of Faction 1 to a Hero Of Faction 2 (storywise) just by wayshrining between faction territories.

    They do have magic and can teleport...

    I mean it's pretty reasonable to think there is a way to tell every guard via magic

    It would have been nice if the bounty was alliance lock. Why would the law in DC cares what you did in AD?

    Yeah, that kind of stuff bugs me too, but in an MMO I think you have to have some different expectations than in a single player type game.

    Is it realistic you can go on a murder spree, get caught and just pay a few thousand gold and walk away? Or should your character be forever banned from a zone and/or put to death permanently for certain crimes? In the end, the talk of realism goes both ways.

    i find it a mild annoyance. What i hate in games is when you are playing an fps, and you are a harden warrior trained to take on an arming and you get stumped, by a .... stump. i think the next thing they need to do in games is make motion over landscape more realistic and fluid. A person that can take out an army of 100 with a paperclip should be able to climb over a small bump without having to jump.

    All guards are immortal extra-dimensional psychic aliens from an undiscovered plane that seek to bring Law and Order to Tamriel through Violence and Flirtations. As soon as someone becomes aware of a crime against them, they are instantly made aware and spread this across their hive-network spread throughout the lands of Nirn.
    Thankfully, they would eventually be defeated and driven from all the Provinces of Tamriel in a secret war lead by a brave and noble Hjalti Early-Beard, hero of the late Second Era.
    Under the cover of political intrigue and master-crafted manipulations of state, Overlord Early-Beard gained control of the one power that can Slay an Immortal - the Walk-Brass Anumidum. Of course, in order to save the world from this strange and sinister blight, he had to make great Sacrifices. He would sacrifice his name, his history, and his very Mortality to ascend to the ranks of the much inferior Divines so that these Hive-Beasts from the Seventh-Dimensional Plane of Pariet-Lidzigi-Sim could be made Mortal, and thus Killable.

    Of course, they would still prove a scourge in more contemporary Eras, still present and just as aware of Crime near by - Yet their Hive-Mind has slowly diminished.
    Rumor has it, though, that they have managed to infiltrate the positions of key figures through out history, and that some of them still hold their immortality.

    Be always mindful of strange immortals who seem oddly over-friendly, and hold positions of importance in your adventures.

    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.

    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
