Underpopulated campaigns are only worth going into if there is decent competition. If only one organized guild goes over to an underpopulated campaign, all they can do is tip the scales in one direction while they are there, which is not that much fun for any guild that actually wants decent fights nor good for that campaign.

Would love this. Some unique skins or cosmetics would be nice, in addition to the titles and dyes. Possibly make end of campaign rewards worth something.

    Separate PvP and PvE balance

    Add cooldown timers to Emp

Make small tweaks to how intractable Keeps and Resources are - Fortify or alter defenses, preform small tasks and missions to enhance bonuses, make Keep Strength and Resource Level grant a bonus to players in the area, add some form of passive Sabotage to reduce said Keep and Resource defenses.

Add new siege weapons with interesting and new mechanics - Some kind of Mage-made Lightning-strike cannon? Cannons in general? Rapid-fire anti-personnel ballista? Siege towers that need to follow very direct paths and be defended?

Throw in more PvE rewards in to the PvP

Offer Bonuses and higher levels of AP for defending over long periods against sieges

Add in new combat-based mechanics like setting up extra defenses, calling NPC backup, bonuses to a Keep for having it "fully defended" by a certain amount of players actively patrolling the area

Have bonuses to the PvE content given based on PvP performance of your Alliance

Add in uncommon sieges to Outposts by bands of Former Imperial Soliders

Add in more Motifs, fashion items, furnishings, and other similar treats that are either exclusive to PvP or somewhat more common in PvP

Add World-Boss type enemies in to the three Cities, and make it more worth-while to control them. Give them unique sets, motifs, and other rewards.

i think there are a lot of incentives to do pvp as a pve player...which always annoys me cause i don't care about pvp and don't want to be forced...

there are the skills that are "essential" for pve (caultrops, vigor, warhorn etc.)
    there are the transmute crystals
the alliance points and the rewards you get from them
    there are the pvp motifs

if you want more rewards fine - but dont make pve players do pvp just for pve related necessities

There have been low pop campaigns pretty much since the game released. Players tend to flock to the most populated campaigns because that is where the action is.

What you are really asking is how to incentivize going to low pop campaigns. Also, there is already specific items that can be obtained only via PvP. Costume, throne and more.

I am going to be purely open and honest and will do my best to contribute to this as the OP isn't being mean nor trying to dig at anyone.

He simply wants Zeni to come up with a way to get more players involved in PVP to help build that community in a way that doesn't involve so many of the bitter fights we often see in the forums.

    ^ I hope I got that right lucky_Sage

So please forgive me if I am a bit up front and as a PvE player admit some truths even I don't want to admit but are at the core of this as I see it.

    1. PvP is HARDER than PvE.
This is not meant to offend; I (as a PvE player) see it as a simple truth. I am not talking all the gathering of gear or grinding out levels or CP or finding groups or any of that. All that stuff is just outside fluff. What is at the core is that Fighting a preprogrammed boss, even with the randomness programmed in, is easier to defeat regarding difficulty than facing an equally skilled player (or hordes of them) who is/are prone to a much wider array of randomness.

    2. Massive CP and Gear gaps.
These are the things that while technically fall into the extra fluff category when added really do provide a difficult challenge to overcome for a new or mainly PvE player. Let's face it, to be able to survive or just break even in PvP one pretty much needs to be maxed out in at least one of these categories. Now I am NOT talking about players who are skilled in "ESO PvP" or have large amounts of experience in it that are creating new builds or using new toons. I am NOT talking about players who have a ton of resources to pour into a new toon and gear to make up for skill. I AM talking about players who have no experience in PvP nor have the resources to pour directly into creating a straight up PvP toon. Due to the amount of time some players have played this game, the direct amount of experience they have in "ESO" PvP, and the amount of CP one can now acquire (which was brought up in another CP/PVP thread in greater detail), breaking into PvP (for others) is pretty daunting. How can one get any experience on how to PvP in Cyrodil if the majority of their time is spent running on a low skilled mount "to the fight" and then ending up getting one shot once they arrive? Etc...etc...

    So here are the challenges.

    1. Cyrodil is most often one-sided. Yes, I know that there are some outstanding players out there, but the fact is that at almost any given moment a person can log in and see almost no one from their faction fighting but a ton of those from another faction sweeping every nook and cranny. How do you solve this? Well, you do what the OP suggested and get more people into PvP.

    2. Do something to change the gap in experience and gear or CP, or spawn availability or something... People who are content with PvE really aren't going to enjoy the idea of PvP if they step in for the first time and get ROFL PWNED. They won't enjoy it if they spend 90% of their time running back to the place they died at in a zone as big as Cyrodil and then die within 1.2s of arriving.

    3. It really falls to the community.
Let's think about that a moment. Do we really want Zeni normalizing Gaps? Hell, the gap you have over the horde of opponents you have is why you went to all the trouble of spending countless hours refining your gear, CP, and skill at PvP. And while I love this game and its developers, let's face it anytime something is tweaked there are a ton of variables that spawn that often require rebalancing. That's why I said it falls to the community.

There are two memorable experiences I have with PvP. Going in solo (which truly sucked) and going in with my guild or a massively large group. (which enticed me to try it more). The beauty of going with a large group was it allowed me as a Nubblet to get my feet wet, to hide behind the heavies and make a few attacks and even live a bit longer. Then when I did die, there were usually players who would rez me, so I didn't have to make that cumbersome ride back and find myself surrounded by nothing but enemies when I arrived.

Faction balance is a tough thing, but it is also a required thing if one wants to retain a healthy PvP environment. I ended up quitting the game for close to 3 years because when I began, there was a semi-healthy balance. I chose AD and entered a guild that had an AD presence. But over the course of a year, almost everyone in that guild ended up making EP toons because EP was wining most of the time. Power attracts more power, always has and always will. At the end of my time there I was a lone AD player because I didn't have the resources to create and raise another toon, and Zeni certainly wasn't going to allow me to change my toons faction. So the true end game was PvP. If I kept my AD toon, I wouldn't be able to do anything in PvP. If I swapped to EP, there would be nothing left on the map to take. So I quit as there was no point left.

Move ahead three years and the Alliance balance in Cyrodil at least appears to be a bit better. While I still suspect EP pretty much lays the smack down, at least the map color changes now. Whether that is because of a few really stong PvP players that have multiple toons within each faction so they can farm alliance points by rotating the map on purpose or because players from different alliances strike when their opponents aren't around doesn't really matter. The fact is locations change hands and regardless of how or why the very fact its changing is a good thing.

Right Now I am in a guild that while it has toons scattered across the three alliances it "only" chooses to do PvP as a guild as EP. Because that's how they do things I can't even think about entering Cyrodil with help. I don't get much time to play. Therefore I lack the resources to properly equip and build another toon of an entirely new faction just to be able to partake in Cyrodil. It's ironic that the time I am available just happens to be PvP night but again... I am AD.

This is precisely where community should come into play. I am not saying the guild should change the alliance they choose to use in Cyrodil on my account but again there are a host of other AD or DC toons in that guild. They too are missing out on possible growth because the guild only wants to PvP "as a guild" from an EP perspective.

    Again....community.

    TL;DR:

Want more people from your alliance in PvP? Break that major PvP group into two groups and invite till you are full, when that happens split off and make four groups.

Is the majority of the map owned by your alliance? Have your guild get on its toons from another alliance and crash the party.

All in all its about encouraging and supporting those who don't often PvP and being welcoming even if they do not yet have the gear, knowledge, or skills to really make a difference. If you are welcoming, helpful and supportive, even when they make noobie mistakes you will grow thier interest in what I belive can be one of the funnest aspects of the game. (Even if I am not there yet myself)

It would be neat, some small rewards for leveling up your alliance ranks.
They just upgraded leveling I think they should give similar rewards for alliance ranks.
Alliance themed furniture would also be good as alliance rank rewards.

Then end of the PVP training should give you a crown meal for example, so you can get started with a food buff running. I am struggling to find a food buff for my level 18 character for pvp :/.

PVP is actually great, atm I am playing on my level 10 (originally, now level 18) because I wanted to grind to vigor, now it is just so quiet when I am in the campaign...no chats in zone chat no one running a group.. day after day I have collected people from zone chat and running around in my tiny band of 4-6 taking resources...PUG PVP is so much better than PUG PVE... so much more positive and co-operative and collaborative.

if you want more rewards fine - but dont make pve players do pvp just for pve related necessities

I'm suffering real-life panic attacks when forced to do PvP. That's no exaggeration - anxiety (especially when tied to social interaction) gets triggered (sorry for the buzzword but this time it's correct) by stressful, painful encounters.
I tried to PvP but it was nothing but traumatic. So for the sake of my mental health I decided to tank without warhorn.
This may be not at all typical or widespread but if I got denied core-features for PvE and RP (costumes and mounts are RP-core-features. But I wouldn't mind if there would be PvE-alternatives to get them, just with another colourscheme for example) because I don't do PvP ... that would be no fun at all.

These are pretty awesome ideas. Siege towers are thing I always wanted here, it could work like rams but requires to be placed at a certain distance from keep and needs 10 players arround to push it closer, defenders can use sieges to destroy it, oil slow downs the tower can be used only outside of the keep.

Also buffs for players when you own resources (mine offensive, lumber defensive, farm resources e.g.) are cool idea.

Maybe keep guardian function. Player who earned most AP in certain keep becomes its guardian having like 50% more stats and can call 3 strong npcs once per 5 min. to aid him in a fight but only in range of the keep and its resources.

The thing that comes to my mind are also barricades that can be destroyed with sieges. That could be placed on breaches, gates (and tight places to stop zergballs :>). It could be combined to build wide wall but not few walls one after another. You can range fight through barricades. This would allow defenders to buy some more time for reinforcements to come.

And ofc cosmetics. Maybe uniqe outfit parts (not whole motifs but just one part like cool loking helm or shoulders etc.), personalities, skins!

Another thing that could help with the PvP areas and attracting more players - Active Mods in every campaign at all times.
I've seen some vomitous venomous viscous vitriol in my time, but some of the things said in Zone in this game's PvP is above and beyond the call.

if you want more rewards fine - but dont make pve players do pvp just for pve related necessities

Wasn't kidding. It would be interesting to explore the entire land without the worry of PvP issues. I've rarely stopped to explore at all with so many things going on, and so many dangers.

Maybe for the sake of "balance", add certain small PvE areas for a "Skirmish" mode where the goal is to defend a City or base for your Alliance from a siege in one of the Overland locations. It can be like a PvP dungeon/small scale battle kinda deal. New locations to fight, new locations to adventure.

What will bring more people to pvp is a very simple fix to how emp works.

Right now xb NA same dude on blue has been emp over 10 times one campaign bc he just farms ap about 5mil ahead number 2. If they change emp to the next in line every time you lose it so u can only get it once per campaign more people would play. More pushes bc they know now that even if ur number 10 or 15 you might have a chance instead of the one guy with no life that has 15mil ap in 2 weeks.

Much more people would be active and much for activity would be on the map. Right now almost all dc has stop playing bc they don't want to keep crowning the same emp that does nothing.

Hmmm... what would someone like me who sucks at the PvPness go and PvP more?

For one, decent rewards even for the loosing side, so I can get something nifty even tho I am not some masterkiller when it comes to PvPlaying. I remember how vexing it was, when I put in some effort for hours, and then end up with only miniscule AP gains due to just not being all that good at PvP... no wonder I would much rather go play through public dungeons instead.

For another, more incentive to have the campaigns less static... I remember how there were campaigns always firmly held by one side so they would gain the greatest rewards in the end, and everyone of thir good people joining there to get the benefits of "total control" - I would love to see it if XP and AP rewards for winning fights got less and less the more territory your alliance controls, and "material" rewards like gold and such got up... but inversely, if an "underdog" wins a fight, they recieve increased XP/AP rewards, but of course miss out onb the big material payouts... that way it would be an incentive for the stronger people to allow the front to go back and forth instead of keeping a deadlock on total control, since they would gain more AP taking stuff back then they would gain stuff by holding it - and thus give the other side some breathing room and playtime fun as well!

And more options... I'd love to see events, like NPC armies taking a keep from the players... imperial legions, daedric incursions, bandit bands, whatever... and more siege stuff, like siege ladders and grappling hooks to scale keep walls, siege towers and siege beasts (multi-person siege mounts, like a mammoth with a top-mounted ballista, and four people to crew it, driver, gunner and two defense archers/mages, war wagond, stuff like that) - and on the defense, the option of improving a keeps defenses by consumable NPC guards for extra guardiness, both in close combat version and in NPC gunner version, and consumable-spawned traps like bear traps, magic glyphs, etc.

It also would be -really- nifty if we could have stealth missions... like the TG/DB missions, but with an alliance war "infiltrate enemy camp and nab their new plans / sabotage their stuff / assassinate their general" theme... and option of PvP interference of found out...

Also, less lag would always be neat.

I'd like to see it where if defending a keep I can go to the farm n bring in more NPC by turning it back to home colour.

To add to this as you take a keep for every minute the keep is under siege the resources are slowly turned so keep defences would require sacrifices of either going n retaking the resources or letting them fall

I'd also like to see these additions

Owning the farm bring NPC's to keep losing it means even if you turn the keep flags you don't get the aid of NPC's in the keep it only triggers when the spawn not what side they spawn for

Lumber mill allows repairs to be made even if under siege or not depending on ownership

Mine allows use of seige weapons ... So once it goes under seige the 20 cap is a total so when the ram goes up you have 19 slots left, use all 20 slots then you can't use more until you reset the seige counter by owning the mine

Same for defence no more oils unless you own the mine

Would make for a more strategic game play
