Do I need the imperial dlc to get this? Or is eso plus sufficient?

If you're after the motif book you don't need ESO+ or the Imperial Edition to get one, they're rare drops from containers in the world (wardrobes, cupboards, etc.) or they can be purchased from other players in the guild stores.

If you're after getting the free costs and all unlocked inside the costume system then Imperial Edition will grant this. However you still won't be able to craft in that style, just make your items look that way (for free) with costumes.

As far as I'm aware just the base game itself would be sufficient although it's an insanely rare find. If you want to be able to craft in that style straight away then get the imperial version of the game and create an imperial character.
    (EU/AD) CP501 Razum-dah - Khajiiti Templar Healer
    (EU/AD) CP501 J'Kara Silverclaw - Khajiiti Dragonknight tank
    (EU/AD) CP501 Rajhiin - Khajiiti stamina Nightblade
(EU/AD) CP501 Draven Corvillian - Breton magicka Nightblade
(EU/AD) CP501 Sinderian Nightflame - High Elf magicka sorcerer
    (EU/AD) CP501 J'zargo Silverclaw - Khajiit stamina Templar
(EU/AD) CP501 Ariella Nightshade - High Elf Magicka Nightblade
    (EU/AD) CP501 Ri'shada - Khajiit Stamina Sorcerer
(EU/AD) LVL29 Valeon Indoril - Dark Elf Magicka Dragonknight

Thank you both for the quick reply. Okay, it's nice to have some confirmation here. I've quested in every basic zone twice while looting every run, wardrobe, nightstand etc.

Just need more luck I suppose!

You're easiest option would probably be to look in guild stores. I have played the game for three years before I found one of those books :P

If you make an IMPERIAL character he/she can craft in that style, but will have learned no motifs/crafting yet :(

That said I am selling imperial book PC NA xD

I've played for about 2.5 years and still haven't found one, so yeah, they're very rare

Yep, it's very rare. I've only found it once between three accounts on PC and PS4.

I understand that the book is golden and meant to be rare. But as others have stated, I too have been playing for over 2 years and have only ever found a single one of these. Even Buoyant Armiger is more common than that, though judging by the guild store prices you wouldn't think it so. I really think the droprate should be adjusted. Up, not down by the way. Or make them drop slightly more often to Imperial characters or something (yeah right unfair/p2w blah blah). As it is it's probably easier to get the Imperial Edition, create an Imperial character, then pay for a race change. That'll get them to know the style from the beginning.

I am a Motif Hunting Fool. 1000's of the base 14 motifs I have found and sold and traded and stored. 1000's. I made a ton of money on these motifs. Not. One. Imperial Motif. Ever.*

Buy it in a guild store. Then, if you ever find it, you can always sell and recoop your costs. Note, since the container loot tables have been dramatically diluted with all the Legerdemain Items, it is a rare thing indeed to find an Imperial Motif now, worse than before.

*I did get one on my Imperial on release day in about the first container I ever looked in, but got rid of it as I was on an Imperial and did not need it (don't ask, we all do dumb things from time to time). Also, back then, the Imperial Motif dropped at the same rate as all the Blue ones, so it was not a unicorn, until one week later....
Enjoy the game, life is what you really want to be worried about.
