Are vet dungeons doable with low CP?

Of course I understand that it might be impossible for new inexperienced players with some random gear, but what if players know what they're doing, and they have some appropriate crafted enchanted gear?

I am a solo player, and I have no friends to ask them to try out such challenge for the sake of challendge.
As we know, players're allowed to start to do vets when they reach 15CP, IIRC. So, I wonder, is it really possible, and, if it is, then is it applicable to non-DLC 1st version dungeons only, or even 2nd versions and DLC ones can be done with low CP?
Have someone tried that with either new 15CP accounts or 0CP points allocated?
One of the two of us definitely has gone mad. It only remains to define whether this one is the whole world or just me.

Yes, basically part 1 of any dungeon is doable on vet with low cp.

It depends a little on your roles and player skills.

If the DPS can do 15k+ they're fine.
If the tanks can not die, they're fine.
If the healers can heal without running out of resources they're fine.

You might struggle with some of the post launch and DLC dungeons due to mechanics and expectations, however low vet levels can do earlier dungeons fine with gear, knowledge and skill.

Yes, the most important I can say is to know mechanics because that knowledge makes things much easier and smoother for you and your whole group (you could also explain in case someone else doesn't know).
First time I've attempted I realized I didn't know the bosses, I didn't know what to expect from them and it varies very much, after that I always went to read before entering a new one.
This page (at the bottom there is the list of pledge dungeons) offers a brief resume on every dungeon and bosses, may be a bit outdated or incomplete for some places but it's been extremely useful for me at that time, and I always went there to read before entering until I've learned the places at heart, it made things a lot easier.

Im cp260, but i havent assigned a lot of points yet, and i did a couple of random vet dungeons with random People and was fine and fun. Yes the mechanics of the dungeon are very important, and im a fully noobs with these, but People are very helpful and kind.

It’s likely to do it with folks who know your intent. Guild, randoms who confirm and agree.

Just note “knowing what you’re doing” is subjective to some extent.

Yes, I soloed my first vet dungeon at VR11(CP110). It was Blessed Crucible, which seems to be a fairly easy one to solo, but still requires survival skills alone.

We used to daily run all of those dungeons back in the time when the cp cap was 160... ;)

Depends on how low, i always kick <160, after that, at least i give a chance to prove they can pull enough dps.

They're very possible if you've seen vids and know what you're doing (both in terms of mechanics and your role). I have a cp 20 maw of the infernal helm and a cp 30 skoria helm from healing those two dungeons pre 1T with a random group I made in zone chat by the enclave. I was wearing like 3pieces of marshal knowledge, 2 willpower, bogdan the noghtflame set, and random other pieces :p. It's fine.

Yes, if you have appropriate gear, cp distribution and mostly importantly, decent rotation.

Yes, my girlfriend started running vet Fungal Grotto 1 solo at CP160 to farm gear.

We had run the normal version a few times together before that, she then went on to run it solo on normal and started farming vet solo once she hit CP160.

Fungal Grotto 1 is a good measuring stick since it's probably the easiest vet dungeon to solo.

It depends on what dungeon it is. There are some I would completely forbid low CP, for example, Vet White Gold Tower. Even on normal I wouldn't take people under CP160, though I might be willing to make an exception for a tank or healer.

There are just too many factors to consider for there to be a simple answer to this.

This. To meet above requirements you'll need decent (beginner) gear setups though. Take (temporary) decent gear sets which do fit your character while building further towards more advanced setups. For example an easy-to-get willpower with a crafted julianos set for a magicka damage dealer. Since it's not really worth it getting decent gear pre-CP160 because it'll be weakened this also is the reason most players don't consider taking <160cp players into veteran dungeons.

Once passed CP160, and thus getting the possibility to get decent gear which will get you access to max-level gear, the things Turelus stated are way more important then actual CP levels. While still learning dungeon mechanics, I highly recommend finding a friendly guild as doing dungeons with -somewhat- familiar people usually end up in runs with a much friendlier attitude.
