Non-CCable Targets Acting as Bosses with Regards to Off Balance

I tested mobs from vMoL and vHoF (Suneater, Deathstalker, Fabricant Kagouti) and all were only able to be set off-balance every 20 seconds, which is the same as boss monsters. I'm guessing this is because they are similar to boss monsters in that they can not be CC'd. Other smaller mobs like the mages at the start of vMoL and the ads at the start of vSO were able to be set off balance infinitely.

From the patch notes: "Boss enemies can only be set Off Balance once every 15 seconds. After the first Off Balance debuff ends on a boss enemy, they will be immune to subsequent Off Balance debuffs until this immunity duration is over".

    I was given the impression (by randoms in zone chat -- who always have 100% accurate info!) that the off-balance changes were meant to be rolled out to EVERY mob in the game, not just bosses. Is that not supposed to be the case, then?

    I'm surprised the mobs you tested were still getting off-balanced infinitely, @LZH

    It specifies boss enemies, so I assumed that non-boss enemies would be able to be set off balance infinitely.

    The offbalance cooldown applies to any mob that cannot be stunned (aka, can't have offbalance consumed)

    I'm assuming that if you can CC a hostile NPC the off balance cooldown kicks in. Else it would just be a bug if you can perma off balance all mobs.

    Do you see swirl over there head? Just curious I never see it on boss monsters?

    Check the PTS patch notes 3.3.1 through 3.3.4 I think there is something there on it.
