Why ballista not toxic barrage?

Looking at builds it seems most of not all use ballista when slotting bow ultimate. Is there a reason for this? Looking at my own skills toxic barrage seems to put out much much more damage.

✭✭✭✭✭Not sure if it's the reason but it could be because the Ballista is a summon which lets you continue normal DPS rotations whilst it's attacking.

✭✭Toxic Barrage is not a bad ulti compared to other ultis besides Ballista (the chance to move at full speed while using it is great). But Ballista is too good.
In order to make TB a beter option, it should or increase the dmg, or allow you to use poison arrow during the channel (giving you the chance to execute with poison injection, or interrupt with venom arrow)Sarcasm is something too serious to be taken lightly
