✭✭✭✭✭I can't speak for pvp, but pve dungeon and trials enemies have a little over 18,000 resistance, so you want to get as close to that much penetration as possible without going over it or losing out on other stats.
My stamsorc has around 13.5k penetration just counting major fracture from the tank, champion points, and twice fanged serpent.PS4 / NA

✭✭✭✭✭Two PvP schools of thought currently:
- stack penetration. Some builds are using light armor, ele drain, and spell erosion for around 15000+ armor debuff.
- stack spell crit DMG. Only put a few points into spell erosion. 20% elfborn but place the rest of your points into master of arms/weapon light attack DMG and boost your dmg ass bainst shields.
