Does Forceful apply reduced splash damage of LA/HA set Buffs?

As in:
If I had a set such as Storm Master procced, would nearby enemies take % of the Shock Damage applied to the initial target?
Would this also work on sets such as:
Undaunted Infiltrator
Sergeant's Mail
I don't have any of these sets, nor are they on the PTS for testing, so I'm wondering if anyone has any knowledge regarding this.
