Light attack starts when you let go of the button, not when you press it.
MKe sure you hit the block button so that Block cancel starts when you let go of the skill / ability button.
Am I reading correctly that you are holding down the block button for the entire action chain? You can’t LA and block at the same time.

No, I'm not. I'm using a skill (with a light weave) and tapping block after I've pressed the skill button.

Not sure about dawnbreaker or incap but it does make many skills hit quicker. Most of them are ranged but not projectiles. Heals are also sped up by block cancel.

Timing addons on pc are having a very difficult time producing this claim as well as console tests. Frankly its false as it always has been even prior to the animation changes that were applied many patches ago. Block canceling is not speeding anything up server side. Trajectory speed for projectiles and non projectiles alike are not effecting by any player input outside of latency when a target is on the receiving end of them on the server side. Your client might show you information on the attack a half second sooner, nothing more.

I am not sure what the other posters are talking about, but if you cancel the skill it will hit earlier, especially effective with incap and dawnbreaker, doing it with dawnbreaker make it so the skill is not even animated. and it does work with blocking but that does cancel your stam regen, altough sometimes it actually does not .

No it won't. Once a skill is fired it starts a firing process not tied to an animation, it can either be stopped, i.e. jabs or blocking too early. Not shortening the actual skill, it can only be of use when cancelling an animation that goes over the GCD, which slows down your next attack.

Suffice it to say, your timing add ons are measuring the wrong thing. The fact that block cancelling causes certain abilities to affect their targets sooner is a core game mechanic. Any serious PvPer will confirm. It forces a location “in range / in area” check sooner than it otherwise would, which is why it’s so essential on melee abilities like Reverse slice.
It’s most easily noticeable when going after moving targets. Try healing a buddy kiting w: speed pots with the stamden mushrooms without block cancel. Then try again with block cancel. If you can’t tell a difference you must be playing from Australia.

This is fundamentally false based entirely around how the server handles information provided by the client. Its not effecting them sooner, that is the real time, block canceling at best will net you the information a half second sooner but that changes absolutely nothing on the recipients end. This is all rooted at the very core of the games system. Once a player is freed from the commitment of a skill, ie instantly on instant cast abilities, no action the player takes will have any further bearing on said skill, everything you see afterwards in regards to ability connection and how it resolves is entirely server side.
