Have same problem on Win7x64, during installation of DB update I get error about some file locked, patch failed and I set to repair client and moved Documents\Elder Scrolls Online\live folder to create new clean one.
I run Launcher with admin rights, its updated self and start downloading full client 40GB, then I get infinity loading screen on log in, I know game create shader cache during first load after update and need to wait, but seems 3 hours its too much in compare to previous updates?
Now I deleted all in live folder, start launcher again and start repair, after integrity check its start to downloading full client again another 40GB lol, if it not works I assume better to reinstall game completely instead of repair and start installation by new from eso installer that's will be another 40GB lol.
Not sure why this happens, perhaps there was another update what I missed during installation or it was because .NET framework update.
I had the exact same problem. None of the solutions listed on the forums about this patch worked so trying re-installing the game. Only 47,650 MB remaining...
Open your task manager and if there's an ESO bug report exe file (Starts with Zo something, can't remember), kill it and then run repair. I got stuck in endless loop of repair like that and it would stop because it kept telling me to close game or whatever was using the game files. That was the culprit.
