Updating my security question

I followed the instructions here https://help.elderscrollsonline.com/app/account_recovery but when I selected the problem as Forgot Security question/ answer it asked me to fill out this form https://help.elderscrollsonline.com/app/account_recovery which happened to be the same form I filled out before. Far as I am aware this is an endless loop of form filling out.

I'm not able to update my security question since I forgot the answer too it. Have a look and see what can be done. thanks

From the account recovery form, select the issue, "No longer have access / can't remember email on account." This will prompt you to provide all the information our support agents will need to assist you.

I have my email, but the security question is forgotten.

When filling out the account recovery form, if you choose the option "No longer have access / can't remember email on account." it will ask you to set a new question and ask for details to verify your account. Answer these to the best of your knowledge so you can get a support ticket started. If anything is incomplete, customer support will follow up with you.
