I'll still say, report bots every chance you get, but it is frustrating to file tickets, and still see them weeks or months later.

Reporting bots is a nightmare. They don't stand still long enough, so you're constantly racing after them, hoping the one you magically lock on to isn't the same one you clicked on 3 times before. In a group of 6, it can take quite awhile to get all of them, assuming you're reporting every one.
Given the large prevalence of bot trains and the time it takes to report them, I could spend much of my available times for playing just doing this. There needs to be a better way, if ZOS wants us to report these people. And there needs to be swift action taken. If I report bots and they're still there next week, why the heck am I going to spend even more of MY limited time reporting them again when, by all accounts, my reports were ignored the first time?

why does a botter who by definition alone goes against TOS get protection from the TOS that they do not adhere to?

On xbox there can be 100s on bots stacked on top of each other perfectly so you can't even get there names and it would be impossible. You need GMs in game to track down the main account that owns the bots and ban that account and it's assets spread amongst guild banks alt accounts etc.
