We're talking about people with low CP.
These are not the same thing.

And I think that really wraps this thread, and OP's suggestion is doomed to fail regardless, because what has been revealed here is that the toxicity and stupidity in the Activity Finder is inevitable in this game for obvious reasons.

Pretty much you are correct. Those reasons are called. Mechanics checks. If or not dps, healer, tank, or any combination of all three. As long as there are mechanics checks in Vet content in this game. It is very unrealistic of anyone to expect, to waste time on some random who don't even respect you or your free time. Enough to even bother to read up, understand, and be able to bring the bare minimum requirements of him/her, for a group clear. It's really as simple as that!\
So your grief should not be with the players. But ultimately with game mechanics and devs. In which case you may be more looking at playing a MMO like GW2. Which will hand you almost everything with little to no effort involved. "Hey guys just stack in this corner and burn" "Woohoo we are MLG status gamers from being able to stack in this corner, and burn content by facerolling on our keyboards. We sooo pro guys!" Yeah that sounds more of what people like you are looking for.

I have Flawless on every one of my DPS characters on my main account. I have completed every bit of group PvE content in the game short of vMoL HM and vAS+2. Maw skin, Halls skin, no-death/speedruns in every dungeon, all-time leaderboards in every Trial and Maelstrom.
When I play on my PC account, which has low CP, I sometimes get kicked from Activity Finder dungeons before they start. And even with ~200 CP on a character with all purple Training gear (weapons included), it's a rare Activity Finder group where I'm not doing 40-50%+ of the group's DPS on bosses even after rezzing the 690CP DPS (multiple times) using a 2H front bar who can't be bothered to not stand in the stupid. Because I have a good rotation. Because I know the mechanics. Because I've completed all of these dungeons hundreds of times (and soloed most of them) and I know what I'm doing.
And I'm not even talking about vet DLC dungeons. I don't queue for those on my low CP account. I'm talking about getting booted from the easiest content in the game like City of Ash 1 and Elden Hollow and Tempest Island.
I don't say any of this to brag, because there are thousands of players out who are better than me or have more accomplishments than me. I'm simply trying to demonstrate that skill and CP are totally separate things (although by now it's clear that this effort is pointless because some people are simply too far gone to grasp the concept).
My "grief" is absolutely pointed in the right direction. You alone have made that crystal clear.
