Just a little snippet for you... It looks likely that we'll see Iachesis in Artaeum, as seen from this dialogue in the game files:
Player: "I've been to Artaeum and met Ritemaster Iachesis."
For those who are unaware, Ritemaster Iachesis was the Psijic mentor of Vanus Galerion, back when he was an eleven-year-old pupil, and you probably know Vanus already as the founder of the Mages Guild. Shortly after Vanus founded the Mages Guild, Artaeum vanished (as it is now--not visible on the game map). It'll be another ~150 years from the current time of ESO before Artaeum returns to Tamriel, by which time a 'Loremaster Celarus' is leading the Psijic Order and the fate/whereabouts of Iachesis is unknown to us.
Maybe with the addition of Artaeum to ESO, we'll learn more about this important - yet mysterious - figure!

The main island of the Summerset Isles, the largest, would be a good candidate for a chapter. It is a large land mass, similar in size of Vvardenfell, plenty of complex areas/towns for quests, the Crystal Tower would make a great 12-player trial. Ultimately, we will just have to wait and see but I don't think Artaeum by itself is sufficient for a chapter, but would make a delightful DLC.
Artaeum also has a lot of connections to Sotha Sil so it is likely it will make an appearance.
