Orsunium just has a nice vibe to it. Very relaxing. Great farming area.

I'm torn;
Content wise, its Orsinium hands down no contest. 'Feels'-wise its Gold Coast and Morrowind. But imperial City is also very cool. The dungeons DLC (imo) are just boring. They should not be DLCs. Its basically just, 'oh we took the opportunity to add 15 sets , 5 motifs, 300 recipes and schematics to keep people grinding'.
In Order, all factors considered, I think it would look like this, but I'm very conflicted over my top 4 and it changes every 30 seconds.:
1- Orsinium
2- Imperial City
3- Gold Coast
4- Morrowind
5- Clockwork City
6- Thieves Guild
7- Horns of the Reach
8- Shadows of the hist
While i love Morrowind, Orsinium takes my #1. It was just such an epic experience, and offered so many things to do - i enjoyed it for quite a while even after other DLCs rolled out. Also, the fact that Orsinium is a part of ESO+, and Morrowind requires a separate purchase makes a difference too.

Dromede - Stamina Nightblade, she's a newb and doesn't know what she's doing V'oghatta - Stamplar pretending to be a tank Ulville Thonvella - aspiring Fire Mage, be careful around her fire sticks! Dromedaris - lost and not found. Named after a shoe, what else can you expect from her? A proper tank in her wildest dreams Swims-Naked - too pretty to grind, too silly to quest. Sun Flair - Dunmer Templar that can't spell for life. To bad she's too broke to afford a name change... Well, at least she's pretty...
