I dont know if the devs want IC to be a barren and brutal meta wasteland, but if they do they are doing a bang up job.
But IC can be different and it's just whether ZOS wants it to be any different.
Suggested changes to Imperial City:
1) Remove it as a DLC and implement it fully into the base game.
All who own it from the store will get Crown refunds, costs ZOS nothing essentially. This is crucial!
2) Make the status of IC flags should affect Emperor in PVP, this is why DLC status needs to be removed.
3) Make Tel Var stones a little easier to retain at death, right now it's brutal and discouraging to most.
4) Make another way into IC and I suggest offering entry to IC at the end of a Battleground.
5) Make a 1v1v1 Gladiator Battleground for those Meta players to let them show off on youtube elsewhere.
This will bring players to Battlegrounds as well as IC and boost both of their population and action.
Battlegrounds also struggles and they keep making drastic changes to it, this will help both so much.
So when the Meta mashers are doing that we can actually get some kills in Battlegrounds.
Maybe.
Anyway..
There are probably other things that can be done as well but these easy things would help Imperial City flourish.
But that is the question, do the devs want it to be active or do they want it to be this brutal brutal brutal place?
Sometimes it feels intentional, and that's not terrible. Just would like to know the devs stance on it is all.
It's a gankblade's paradise in those sewers especially if you get them talking to an NPC. Brutal.
