It's there. Right click the friend on friends list, then add note. I use my friend notes for the recipe ingredients I need to craft certain things. I also use it for sets of gear I plan on testing.

I use my friend notes to remind me who I like to play with and who is good at what they do...and who leads raids. Yeah just right click besie their name to put up the note as others said.

I may have misunderstood but does the OP mean that our friend can make the note about himself and not us making the note, correct?

i think that is a nice feature, where you could specify 5 lines about you - achievements , crafter, dps, scores etc but i actually meant a way of just tagging a friend as master crafter. Which was there all along.
