Cyrodiil Guards Not Moving

PC/NA:
Somehow all guards in Cyrodiil were not moving from their originally aggro-ed positions when attacking them. Video.
Re-logging did fix the issue, however if it is a bug that can be triggered or exploited it should be investigated. Other faction players were able to see the guards not moving, and allied players were able to attack the guards and they moved to attack them as normal. Addon list is in the video.
