Please report this in-game so we can get to looking at it properly as sometimes things like this can be edge-cases that are hard to reproduce. So the more reports of it we can get, the more info we can get and thus the better chance we have of fixing it.

Thank you for providing screen shots of this issue and posting about it on the official bug report forums. I am sorry to hear you are still experiencing issue with this Costume. However, it looks as though ZOS has responded to your thread and is currently reviewing this issue.
Please be aware that the developers are the ones who review the forums. As a result, this issue is already in the hands of the ones who can look into resolving it. My best recommendation is to keep on eye on the forum thread and the patch notes for updates on this issue.
