If you could end up buying the "top-up," I would think you'd be able to reserve one months' worth of ESO+ cost? This would have the same effect without them having to restructure anything or add an additional payment feature.
The prior subscription cards were InComm Fast Card, which is a product or retailer specific alternative to prepaid Visa or MasterCard debit cards. Fast Card is fairly low liability.
Fast Card would probably be the accepted method to go back to, as creating the infrastructure to accept, convert, and store cash balances is something most retailers just don't need to do with prepaid cards already in existence. Let the card issuers deal with fraud and customer issues.
Also remember that there's the whole matter of third party transaction fees. Not only does Amazon Cash have a minimum deposit of $15, they have their subsidiary (ACI Gift Cards LLC) handling the transaction for them so there's no fee. Few other companies have a convenient arrangement like this so it's really difficult to expect other retailers to behave like Amazon.
