It's been asked for a ton, repeatedly, without much response. Sp its not that stupid.
However it would be another indirect Nerf to DW Mag builds, right now their only gain is a 5:5:2 setup. If that's allowed in destro builds which keep sustain then DW needs a big damage buff.

On the last eso live Jess accidentally read out a question about this. The other devs mentioned that is something they have talked about a lot, but it is not something they are going to talk about on that ESO live. Taken at face value it means ZOS have at least acknowledged the suggestion, although it does not mean that it is something they plan to implement.
Just need DW magicka weapons.
Sooo... make the two-handed weapons more like the two-piece weapons? So that all the weapons are more similar to wach other, and people can avoid making meaningful choices?A very simple (and possibly stupid) idea for two-slot weapons (two handers, staves and bows)
Make it so that the two-slot weapons count twice towards set effects (for example a willpower great-sword would grant 2/3 towards the full willpower set)
and to balance it out, reduce the bonus damage of the two slot weapons

I like that people who use two-handed have to compensate by losing a slot. It helps to create unique and creative builds especially for PvP. Everything doesn't need to be the same. Certain builds should have trade-offs not everything needs to be uniform.
