The Vestige and other Soul Shriven had their soul taken and replaced with something else (the Daedric equivalent), which serves the same purpose. Vampires still have their souls. About the Indoril banner, sure, but they refuted my complaint over Telvanni tower construction despite the fact that I proposed a logical, lore-supported alternative.
