Xbox One Bluetooth mostly works - but not ABXY buttons?

Hi,
I just bought an XBox One wireless controller. It mostly works - joysticks + triggers and some of the D-pad, but the XYAB buttons don't work - the Y button acts like D-PAd up.
It's like they don't even show up to the game (eg I can't reassign the bindings). I've tried in GamePad mode and out.
Any ideas? I'm on El Capitan.

This is the device, it's the Sep 2016 Xbox One S Controller.
Can you tell me whether it's supported or not? If not I guess I'll have to return it

The Elder Scrolls Online: Tamriel Unlimited controls on the PlayStation 4 and Xbox One are the same. Gamepad and controller support was added to the PC/Mac version of the game with the Orsinium base-game patch on November 2, 2015. Gamepad controls on PC/Mac will be the same as console. "
