Why does combat balancing happen only with major updates?

See title. Why doesn't it happen more frequently?

I see that the devs have started relaying some info in combat updates every month so we know what to expect when the major patch comes, well why can't you translate those into bi/tri weekly or monthly combat tweaks instead? I understand changing systems (like the off balance system or aoe caps) is a long procedure and those aren't the types of changes Im thinking about. I'm more thinking bug fixes, damage number tweaks, morph redesign (like adding X bonus to Y skill). Change a couple small things, push those specific balance changes to the PTS, ask us to check them out. If the response is positive, push it to live the following week. If it's mixed/negatively viewed, take what feedback we provide and iterate again for the following fortnight/month's patch.

There are so many useless skills and morphs and I assume it's because the sheer number of combos is too much to balance at once. If you do it in smaller chunks but more frequently, there are less variables to consider and better feedback can be provided. Personally, I would find frequent changes more interesting and keep me more engaged with the game as it could open up new builds to theory craft, new playstyles that I want to play/learn to play against.

So again I want to ask, why can't it happen more frequently?

    1. Players need to be aware of changes. Quick and often will frustrate people because we learn to deal with what we have and if it changes with little or no warning it is confusing.
    2. There are underlying and interactive consequences that the test servers need time to work out.

    Strange that it works with most other MMOs no problem.

    This is a problem of local community. People here are like old farts afraid to try out new things or adapt. Seriously. I have never seen a worse community in that sense. It's even tiny, fun additions or suggestions (in no way gamebreaking) that people come up with that get rejected for *** knows what reason.

    TBH, these things need to be vetted on the PTS with many players trying different things before they go live. ZOS monitors the numbers behind the scenes and player feedback and sometimes adjust things before it goes live.

    Of course not every piece of feedback goes into the adjustment decisions.
    Enjoy the game, life is what you really want to be worried about.

    The only way small updates more regularly with balance changes would work is if they stayed on PTR for longer so they'd have to be on PTR like 2 months in advance most likely so they can reduce the chances of those changes being horribly game breaking.

    On top of that it would also mean far more people would need to play PTR and actually give feedback not just play due too the frequency of changes. It would also mean that ZoS would likely have to reorganise their development timetable something that is not easily done when you've likely already got one in place.

    I would love quicker changes personally because usually the following happens;

    - You play
    - Enjoy it for a while
    - Get bored
    - Half way until next patch and nothing has changed
    - Go play something else or get frustrated at balance

    Usually the cycle that occurs every patch sadly.

    I think that's just how a company works. They deliver the changes at once. It would be a nightmare for a developer team to push the changes on live separately. Just imagine how the bug testing and the fixes after would be. I don't think there is any consideration for the players here, it is just way more convenient to deliver all the "package" at once, when it is tested and validated.

    But I may be wrong :D

    They have no idea what they are doing and breaking things every 3 month seems to be better than every month.
    Ice Furnace: This item set now grants Spell Damage, rather than Weapon Damage for the 4 piece bonus
