
Just in case you didn't already try it, try running the launcher as admin.
Windows 10 Home doesn't let you do that automatically even if you only have one account on your pc that obviously has the admin rights. So each time you open the launcher, you gotta do it by right-clicking the eso symbol and then select the "run as administrator" option with the little shield icon next to it.
For me that's the only way to get the launcher to work properly (or the only way I found with limited tech knowledge and skills)

C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client
if you used the default settings when installing the eso64.exe should be there. but you will probably still need the launcher to update your game files before you can actually play

I don't have that file. I have Zenimax Online/Launcher and then it goes into the Launcher folder. There is no eso64.exe file.
This is taken right off the website download file. My disc does not have it either. Thank you


It seems from your screencaps that only the launcher installed, and not the game itself. That's why it stays at loading, because it's searching futility for the files to load.
Do a full uninstall and delete any remaining Zenimax Online files, then reboot and try again to download from the website. Don't worry about the disc at all, just keep it handy to entry the registration key when asked.
