I played for a bit yesterday, made a few steps in the quest "Family Reunion" in Vvardenfell. Today when I logged in, I had to redo several of the steps in the quest that I completed yesterday.

✭Yeah, some quests (especially ones that occur in special areas) need to get all the way to step completion before they'll save your progress.3 -

Some other quests who are instanced might share this.
