A lot could be done, for example : "Minority buff" (Increase Health, Stamina, Magicka by 1000). That would make 10 people feel like 11, it's a start! Once populations start to become closer in numbers the buff goes away.
They already started by removing AOE caps in the hopes that the zerg ball can get blasted away faster.

In this one on one battle, I am now at a disadvantage because I have a resource penalty because my alliance has too many people even though in this battle, I have no back-up or assistance. If the player is around the same skill level as me I am now going to lose this fight because I have a resource penalty brought on by the idea that the other player was "outnumbered" when he was clearly not outnumbered in this fight.
This is just one example where a proposed nerf or buff based on population is absolutely ridiculous and unfair to any player who does not play in a zerg.

2. You would still win, thanks to all those "early morning zerg rewards" you conveniently forgot. Even if he has a bit more ressources, you have more crit, more wpn/magdmg, more hp thanks to sitting on all keeps, 6 scrolls and emp bonus.
