The main island of the Summerset Isles, the largest, would be a good candidate for a chapter. It is a large land mass, similar in size of Vvardenfell, plenty of complex areas/towns for quests, the Crystal Tower would make a great 12-player trial. Ultimately, we will just have to wait and see but I don't think Artaeum by itself is sufficient for a chapter, but would make a delightful DLC.
Artaeum also has a lot of connections to Sotha Sil so it is likely it will make an appearance.

Incorrect, Alinor (The big isle) was only named after the city by the Thalmor in the 4E.

Wouldn't the word province refer to the entirety of the Summerset Isles, rather than just the big one?
Just as an update, we have found more exciting details regarding what looks to be future content. We're going to try and publish an in-depth blog post regarding what we've found and also our own speculation supported by what is already known in ESO and the lore, as well as looking at it in the context of questions that developers have answered in the past.
