Cyrodiil Passive "Reach": Why doesn't it work for a DK's Chains?

Pretty much as the title states. I've noticed that some abilities are increased to 41 meters inside of Cyrodiil because of the "Reach" passive. The passive itself increases any ability that extends beyond 15 meters. Why isn't a DK's Empowering/Unrelenting chains increased by it? The ability still stays at 22meters. I understand that ZoS doesn't want DKs to chain people up to/from keep walls- but why can't I chain someone in a horizontal range from 41 meters?
Want to enjoy the game more? Try both PvP (crybabies) and PvE (carebears). You'll get a better perspective on everyone's opinion.

It is not possible to chain from top of buildings anyway at least not that high so technically it should work.0
