Not sure about the DDI Version, but you are trying to run eso on a computer with HD graphics only, and that will not work.

If you have a graphic card, next to the HD-intel chip, that graphic card needs to be activated and manually configured to run eso as primary graphic card. Currently only the HD-graphics are noted in your system (which is fine as they are the primary graphics for most applications - but as noted before, they won't run eso).

If this doesn't solve your question already, please use the requirementchecker (located in C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client
(or wherever you save eso on your computer)) to check if your computer fullfills all minimum requirements to run eso.

If the requirement checker returns positive results (everything highlighted in green) make a screenie and run the game consultant ( start the eso launcher -> open the options tab, a cog-icon in the right upper corner (not "game options") -> choose "about" and run the game consultant) and save the report.

The directX error isn't necessarily related to direct X problems, as far as I found out, and in order to help you further those people that know about hardware will need the information from the requirement checker as well as the game consultant.
