cross-hair target and tab target are 2 completely different targeting methods. If your target is highlighted with a red halo, you're targeting via the crosshairs. If another mob gets in between you and the mob, you'll start attacking that mob. Tab cycles between all mobs in front of you and places a "marker" around the target. All attacks will hit that target regardless of what get in between you (as long as you still maintain LOS).

Actually, I think that's a bug with ultimates. I just tested it on a group of mobs. Set tab target to the elite. Hit ambush and immediately hit my ultimate (used shooting star as I can see what mob is targeted) and to my surprise, it wasn't the mob I was focused on. May have to submit a bug report on this.
