I agree, He should be 35% slower than your normal mounts.
And it should cost more to feed him. 1250 per riding level.

10/10 would buy!! Speed upgrade can be roller skates, carry capacity: some heavy sacks taped to him and for stamina we could have that gimp mask that came out not too long ago!
