I can tell you that the amount of things you have in your inventory, in many similar games, may cause performance issues, ESO+ give you access to crafting bags, crafting bags allow for a virtually infinite amount of stuff in your inventory, therefore one could speculate that:
- In the presence of a low end PC or system;
- In the presence of an unstable or unreliable connection to the Internet;
- In the presence of crafting bags filled to the brink with stuff;
- Assuming the game does indeed calculate crafting bags with the inventory's content when loading a cell.
Yes, one could conclude ESO+ may cause longer loading screens.
This conclusion assumes that every time your character is loaded, the content of your inventory is also recalculated (which may not be the case) and that crafting bags are considered part of your inventory (which may also not be the case).
That said, the existence of other issues (Internet connection issues, low end system issues) are important to the issue's existence (ESO+ causing longer loading screens) due to the fact that the calculations needed are generally tiny.
In conclusion, you may say that if the aforementioned conditions were met (low end system, Internet connection issues, the need to re-calculate the inventory, and the crafting bags being part of said calculations) yes, ESO+ may be the cause to longer loading screens, if you're running the game on a potato, with a dial-up connection and a 56kb/s modem.
It's more likely the servers are experiencing problems, or there's a bad node in the routing between you and the servers (there are usually a couple bottlenecks near Frankfurt, BTW if you play in PC-EU) or your system is downloading informations (e.g. Win10 updates) or your HDD is getting old. On an unrelated note, switching to an SSD and having the game on it will considerably lessen the overall loading times, especially in crowded areas.

In regards to the SSD, I've actually been considering getting an external one and seeing about the difference in performance I guess? I like things to be real smooth. I like to be able to see all the graphics and all the people.
In the pvp area I often will find myself in a zerg spot and, well black avatars is what I usually end up seeing.
Sometimes I'll lag when I enter a heavily populated spot like Vvardenfells crafting spot. It's like simon says stop and go traffic, if you can imagine the screen.

This is why I was asking about what loading screens they are seeing. There actually is a potentially plausible reason why ESO Plus might add to certain load screens being longer.
The main reason for loading screens, when loading a character and when loading a zone in PVE, seems to be to establish the player's character in the Zone with other characters. They have to find a place for the player in the zone, and there is a criteria for placing players into zones that have more than one "instance". Once they determine that, they have to identify all the players in the zone with them and load any assets (models and textures) that need to be loaded so that when they come out of the loading screen, things can begin to display.
I am wondering whether they are attempting to place ESO Plus players together into zones, when the opportunity arises, and that this could cause longer loading screens due to the fact that ESO Plus players are likely to have more complicated assets to load (costumes, mounts, pets, etc).
Since any attempt to group ESO Plus players together would result in the opposite, non-ESO Plus players being grouped together, it is possible that the difference in loading times might be something that could be noticed.
Just an idle thought. I haven't given it much thought, really. It might be nothing.
Have you opened the Ports for the game on your router?
Have you allowed the game in your Firewall/AV if your on PC?
Have you, if on PC, disabled all addons to see if it gets better?

You have integrated graphics and that is not good for gaming. You need a dedicated graphics card.

Yeah! Integrated graphics is just not good for gaming. Get yourself a decent dedicated graphics card and you will probably be good to go.

I kind of wondered about that myself. What you say makes alot of sense too about textures. I might have to simply upgrade to a better graphics card compatible to my computer. Perhaps that and an SSD could solve my issue?
