Upgrade to Morrowind Collector's Edition after already owning Morrowind?

I read a couple times that it's possible to upgrade to the Morrowind Collector's Edition after you already own Morrowind by contacting support, and as a cost they take roughly 3000 crowns. Is this true?

I would expect this to cost just a bit more than 3000 crowns.
