Taverns can't be relevant, too many RP leets in there, getting all thorny if you talk OOC...

In LOTRO, people would hang out at The Prancing Pony playing their instruments and making the place seem alive.
The tavern in Divinity's Reach in GW2 was also a hive for RP'ers.

That would be considered gambling, even more so than the crown crates, and anybody under the age of 18 would have to some how be restricted from playing.

Vulkwasten has an outdoor tavern that seems to be consistently popular. Riften often has groups outside the tavern (not sure about inside), but watch out for ERP mistells. There's a guild that does popup concerts - I've mostly seen them in Wrothgar.

Thank you for the information, I love seeing roleplayers doing their thing. The concert sounds nice ^_^. I remember attending a circus show in GW2, there's more than enough emotes in ESO for a cool RP circus show.
