yah, I don't think anyone should be attackable while they're stuck in an interaction animation...that just seems...bogus
maybe...MAYBE...looting chests should be interruptable - say, an attack that knocks the player out of the chest opening interaction, gives them maybe a 2s immunity buff so that they have time to...adjust...and then battle - at least give them an opportunity to fight at all
and skyshards...absolutely no reason why it should be NECESSARY to steal away someone's skyshard collection WHILE they're trapped in the animation of acquiring it - if you start the animation, you should be allowed to finish it, give a 1 or 2 second immunity, THEN kill them...
being able to kill people WHILE in an animation that they have no control over (and in the case of skyshards, might actually be incapable of interrupting on their own) is a totally unnecessary access to griefing
I don't mind if you manage to kill someone WHILE they're on their way to a skyshard (still seems like an unnecessary way to jerk people around, but at least it's semi-legitimate in the course of general pvp), or once they've finished their animation to collect it
but *demanding* that everyone be subject to assassination while trapped in what is essentially a cinematic sequence just so you can be a jerk to someone else seems like a totally unnecessary mechanic

One isn't being a jerk if they attack someone while picking up a shard in Cyrodiil. The risk is part of the fun. Yes, but so does common decency and respect. There's absolutely no reason to bust down on a guy just trying to solo a bit of IC - how many times I've been ganked by someone 600+ CP higher than me, and for what good reason.

I would just give the guy a break, and let him continue. But hey, ... that's just me. I grew up differently.
I am an avid PvP player. Been so since beta. I enjoy the challenge of player against player game play in Cyrodill whether at the Keeps, in open fields or in the Delves and Towns and Imperial City.
However, I totally understand that some players do not like PvP game play. Therefore I see no reason why there could not be a Cyrodill PvE Environment players could elect for the purpose of doing the delves and quest content without worrying about other players killing them. Same holds true for Imperial City.
I know many will disagree but playing in PvE is a far cry from PvP It's a whole different game play. It's one thing to go up against a computer generated Opponent and another to come up against another human player.
A mob in a delve in Glenumbra attacked me while I was opening a chest.

Been attacked by mobs many times when collecting skyshards, in delves, public dungs and open field...
Have another solution: let option of auto decline duels works in pvp
Anyone going to collect skyshard or take quest will stay untouched even walking across enemy zerg, until will mess to battle by using any skill (damaging, healing, shielding) or other form of atack (light, heavy), this must set autodecline option automatically off.
And -with this option on- pass closed gate of enemy base located skyshard to collect it. I think gate guards should tax this player for -let's say- 5k gold. Everyone will be happy ^^
It's not a terrible idea to let the skyshard animation proc a 100% reduction in incoming damage for its duration.
You can only collect once and you can only collect out of combat, so there's really no practical way to exploit it.
I hate that getting killed in a delve deep in enemy terrotory sends you way back to your keeps
