What are my priority skills levelling? Also for a cyrodil build should I be going heavy Armor?

I think most people go heavy but I always prefer medium. It's a good idea to level all three warden trees to 50.

As for stamina specific skills to morph you will probably want to try:
Birds
Jelly Fish
Beatles
Mushrooms
Trees
Wings
The icy armor buff skill
Cyrstal Shield
Permafrost

The bear is good for leveling but take it off once you get dawnbreaker.

Edit: I forgot what the unmorphed versions were called.

Bird-spam, shalks, and Poison Injection make up most of my killing blows.

Tress are the ultimate, and Wings is the Falcon's Swiftness.

I think it really depends what weapons you run whether dw, 2h, 1h and shield, or bow. For example, I wouldn't run cliff racer on a 2h build because your burst comes from shalks, dizzy swing. It would be impossible to use birds, shalks, and dizzy swing effectively.

I run cliff racers on my bow bar, because I need cliff racers at the same time I need poison injection and lethal arrow - fighting enemies from range.

Sub assault is much more useful in melee, the same time I need my Dizzying Swing, so shalks goes on my 2h bar.
