You make a character with your available races, and if you then subsequently wish to change your character's race then it will only be possible to change to ones you have available normally.
In future, I'd recommend googling stuff like this before you do it..

Are you joking? I need to google this? The item is a RACE CHANGE. There are no requirements listed on that service. I think you need a reality check.
ALL races are available to me, so tell me what race isn't available to me?

On a related note, any race/any alliance should be in base game at this point IMO.

I will confirm that even with ESO+, a race change token does NOT allow you to change to a different faction.
I bought a race change several months ago and was disappointed that it only allowed me to change within my own faction. I submitted a ticket and actually got my crowns refunded.

What exactly did you buy? Just the Imperial Edition? Because it doesn't include the "play any race in any alliance" feature, it never did. SOOO...I bought the Imperial Edition, any race/any alliance thing and STILL I could not change my race to a different alliances race. I don't mind it because I'm sure I will use the added features of the Imperial Edition but I did feel cheated and intentionally misled. Enjoy that $20 bucks ZoS.
The race change token description SHOULD include information that it only allows you to change races within your alliance. It was misleading and I felt, wrong. I changed to an Imperial which suits me just fine.
PSA: I am not complaining, just sharing my experience. I don't mind having the Imperial Edition now, or being an Imperial rather than an Orc or Redguard.
As for the concept of "google it before you buy"...If I need to "google" something to see if other people have had misfortune with said item, whatever it is, I shouldn't be doing business with that entity or buying that item.
You google reviews and information for things like cars, houses, computers...not a flipping race change token in a flipping make believe video game with orcs and flipping wood elves.
