ESO PC Trials, PVP Cyrodiil Too Much FPS Drop

I play on PS4 and PC,
I never have FPS problem with PS4 but while playing on PC every trial boss fight, FPS cursed to 10 or less. Same is happening in Cyrodiil big fights!
I am running ESO on laptop with GTX 960M 4 GB + 16 GB RAM. Not sure if ESO is not optimized to play on laptop or everyone even on PC faces similar issues?
