That has nothing to do with anything and you know it. Mind coming up with an actual argument for why more slots should be locked behind the crown store, or do you just defend the crown store at every turn with "you get free crowns for subbing anyway"?
Because Zenimax need to make money? And this should be THE way to make money. Seriously, I don't like crown store, I hate crown crates, and even I find it absolutely acceptable. You get a free costume for every character, which you can then change on whim if you feel the desire to do so(well, for gold, but c'mon, they said it's <=2k a piece). If between that, costumes already in the game and actual armor looks you still feel you need more, then yes, off to crown store you go. Just like you go there for race change, additional char slots and the like. This stuff makes perfect sense to be there, it's things that you can get by without but if you feel you need them you buy them with real money. I'd be absolutely stoked if stuff like that was all they put in crown store.
Admittedly there's also the question of pricing it, but I don't think ZOS are quite dumb enough to make it 5k crowns or something. I'm actually shocked they're introducing something that good(from the sound of it) and NOT locking it behind crown store one way or the other completely. Give credit where credit is due, if everything they've said so far is true, it's a great system, and the crown store "wall" is just fine where it is.
Are you ACTUALLY under illusion that ZOS does not make money?
They do quite a bit with ESO+ alone and also from game sales and exp/dlc sales not to mention loot crates, housing and all the other crown stuff. If they were not doing enough and more, i believe the motif system for outfits would not be account wide.
But if you feel the game needs extra support, do like me and buy loot crates. Even if i hate them, they are a good way to give some more monetary support that in turn, could prevent them milking money from other areas of game. There are players who dont have money to buy crowns and they have the right to enjoy the game as well.

Will i need help getting out of the barrel?
Exactly how much money are we talking about anyways?

Yes it is. Build-a-costume and restyling individual pieces of gear are vastly different implementations.
What is interesting though, is that the 'change' per item is not permanent. In other words, on my Magplar, I sometimes run DW as main and sometimes Staff as main... so if I make a 'costume' that changes the Swords to look like Daggers... when I switch to the build that uses the Staff as main, I'd have to switch to another costume in order to have the staff design change. It would be nice if changes to weapons remained permanent so you wouldn't have to switch costumes each time you switched weapons... but I guess that's why they allow you to BUY extra costume slots.
