Does this mean players can now freely edit, or change their appearance any time without having to pay a cash shop fee every time like in Black Desert Online, it costs $15 a month, players can change their appearance 1000 times a month if they want, but costumes cost between $22 and $30.

Each piece in an outfit has a gold cost depending on the rarity of the motif style used. If you don't want to pay the gold cost for creating the outfit, you can use a crown outfit token instead.

If you are talking about the outfit system, you will be given one outfit slot per character. That outfit slot can be customized (each armor slot) to look like any MOTIF your account currently knows. To save an outfit to that outfit slot, there will be a gold cost associated. The cost will depend on how rare the motifs you are using are. IF you want additional outfit slots, you will have to purchase them with crowns.

Yes but it has a gold cost per item and you must have the style known on at least one character. You only get one free outfit slot per character. Additional slots are bought with crowns.

Players can already freely change what they're wearing without paying money so idk what you mean by that.
The outfit system is for creating (what are essentially costumes made of of armor pieces) to cover up your actual, worn armor. According to what has been revealed so far, each character gets one free outfit slot. Making an outfit costs in game gold depending on what armor style is chosen.
Basic racial motifs cost 100gold. Each time the player wants to edit an outfit, he pays gold. Additional outfit slots are bought in the crown store. When creating an outfit at an "outfit station," motifs are account-wide. Outfits can also be made using crown store outfit tokens instead of gold.

I don't just mean outfits I mean actually edit the entire character itself like you can in Black Desert Online, when you have a paid subscription, but in ESO you can't do that as of yet even with a paid subscription they make you pay more.

Appearance, race, and name tokens remain unchanged from their present functions.

Black desert is i think the only game you can do that in. It all other games you must purchase some sort of barbershop or appearance token to do that.

Yep that needs to change i've paid $12 months total in ESO only played for about a month and quit playing part of this is because the housing system flat out sucks, and the only thing it seems to be getting this time is storage feature which isn't bad but it needs a lot more customization options before ill be interested.

And because character models suck, or rather no option to freely edit an appearance beyond the inital character creation, that sucks, and it sucks that Korean Games at least some like BDO have started to do this but ESO can't even with paid membership, this is one thing that needs to change its already bad enough ESO has loot-box but on top of that makes people have to totally Pay 2 Enjoy the whole damn game if your picky like I am because you might like a specific style, but you want to totally edit your character and have to throw down extra $$$$ just to edit it, and later you get a new appearance you want to wear guess what more $$$$...

I am just not looking to pay 2 enjoy in games, Well Black Desert I've thrown $1,400 USD into because they are kind enough to offer the customization options the way it should be, now if only ESO did that.

Well, if you like BDO more, stick with BDO. There's no shame in liking something more than something else.
