I'm not really sure how the Outfit system will work. But it seems like it will work pretty much like the dye system. You go to the "outfit station" and change your apperance, limited to the styles that you know ("change the appearance of your equipment to reflect any of your known crafting styles by visiting an Outfit Station"and pay a fee for it ("you can customize using gold").
I think that most of crafters community was expecting a craftable and tradeable vanity armor slots so we could make a good use of our time and gold that we spend to collect all those shine crafting styles. It would be a great boost for the game economy to be able to craft and trade outfits but it seems that the new system is quite far from it.

While I agree with everything you said, us crafting and trading our wares via our dedication to crafting in no way prompts anyone to the Crown $tore and thus, it will not be a thing. This is a costume generator, nothing more, and costumes are a revenue stream. That is why additional slots will be available in the Crown $tore and that is why the costume you get for "free" is account wide and not character. If we had been given a slot for each character many wouldn't ever need to buy an additional slot, this way anyone with multiple character will at the very least consider an additional slot. ZO$, giveth and taketh away.
