Has there always been a 10th pedestal in Maelstrom Arena?

Simple Question: Has it always been there?
Cause i remember that one of the slots has been empty.... now there is a bust on a pedestal with the title "Fa-Nuit-Hen's Baron".
Or is it a fault in my memory?

Maybe it shows up after you completed it? Sort of like the Plaza in Orsinium changes as you progress through the quest line?

Have you tried going in with a character that has not completed Maelstrom (if you have any)?

As far as I know, that's always shown up after completion (as do the others, for each arena you complete). It's the guy who gets conjured up and makes you wait 20 seconds to get your gold talks to Fa-Nuit-Hen.

Maybe it was different on release but I swear I've had that since I completed it right after Shadows of the Hist.
