Are transmute crystals bugged

When i play pvp i get a box of transmute crystals. It says could earn between 4-25. I always get 4

✭✭✭✭✭It's heavily weighted toward 4. I've seen 4, 5, 10, 15 and 20. I've never seen 25 but it's probably just extremely rare. If I had to guess percentages
4 - 70%
5 - 20%
10 - 6%
15 - 3%
