BUG - Cannot Open Thieves Trove as Werewolf

Platform: Xbox One
While attempting to open a thieves trove in werewolf form I was given an error that I must purchase the Thieves Guild DLC.
I own the Thieves Guild DLC and the trove opened when I transformed back to normal.
I have yet to come across another trove in werewolf form so until then I cannot say if this is persisting.
I wouldn't have the Partners in Crime quest if I didn't have the Thieves Guild DLC.
