most DLC ties itself to TWO things:
-the account that downloaded it
-the system it was downloaded on (the original one, this is important)
what I personally used to do on xbox was move my profile over to my brothers xbox, buy and download any DLC we wanted, then move my profile back to mine and re download it all again.
this would allow any profile on his xbox access to the content, and my (and only my) profile access to content on my system, and was a way to effectively get the DLC twice.
I am not sure how this would work with ESO, as it tends to not work with persistent games with server side checks (destiny or ESO for instance) though it does work with TES / Fallout games

previously full time subscriber, beta-2024, now off and on, game got too disappointing.
