I disagree. The regions Dwemer settlements are most frequently found in are mountainous areas (Skyrim, Vvardenfell) and deserts (Hammerfell) and wheels are more useful over flat, solid terrain. A wheeled design might be fine within the cities themselves, but then it's a much smaller area to transport goods or people and a high speed, long distance wheeled design such as a motorcycle or car would be inefficient for that. Even for transportation between underground cities, I'd think something like a train would be more efficient - ONE massive automata for transporting goods back and forth instead of an army of smaller ones.
So no Dwemer motorcycles.

Actually, no the Devs don't. Lawrence Schick is The Loremaster and the writing team consists of many writers including Zeb Cook (Both Lawrence and Zeb are TSR alumni !!). Devs have to send new ideas to Lawrence for "Lore Approval". They have even said on ESO Live that they also work with the Bethesda Lore team also...

I used "Devs" as methonym. I know that there is a different team and that they work together etc. Tho I really doubt that "lore" prevails when it comes up with gameplay (as in any other game they usually just patch things together and try to make sense to it). Tho I would love to see more see more evidence of that. I really doubt that ZOS waits for "Lore approval" before implementing anything.

Your argument is invalid
Dwemers are well know to use wheeled designs on their automatons. Just in case you haven't found any one in game I linked them below.
The one thing that intrigues me is that is okay that we have a automaton Dragon or a Gundam. It's okay to have huge cities carved into stone and several fantasy-steam-punkish facilities and automatons.
But community totally freaks outs with the slight thought of automative two wheeled Vehicle.
