maybe a separate one tho, Breda could say something like "Imperials also have their way to celebrate new life festival, travel to Cyrodiil if you wish to know more." without actually giving any quest and only those who have no problem with going to PvP zone could pick up one there.

For the sake of a grumpy old Imperial friend Khajiit hoped they would have changed it this year.

There is no basis for this. There are 'bandits' who are former imperial legionnaires fighting a guerrilla war. There are also ex-soldiers who became regular bandits. This doesn't even include the regular farmers and tanners and ranchers out in war-torn Cyrodiil who have nothing to do with what is going on. This doesn't include Emperor Varen. This doesn't include the guerrilla soldiers fighting IN THE IMPERIAL CITY. Every time I see this statement I find it rather annoying. The Imperial people are dotted all over Tamriel by merit of the society they built and they are certainly not fighting Molag Bal's war. Varen's failure, Mannimarco's hubris (an Altmer and former Psijic) and a few self-serving members of the Tharn family and Elder Council have betrayed the Imperial people. This is comparable to saying the Chinese people are horrible because they are being murdered and harvested by their own government. A more balanced approach would be to say the CCP is horrible and the Chinese people are regular people.
I agree with the complaints that it is rather annoying that Imperial motifs, diagrams, praxis, etc should be more available. ✭✭As someone with a couple of Imperial characters I agree this is needed.
Probably couldn't be set in Cyrodiil though or else there would be accusations of forcing people into PvP for the festival achievement, not to mention it would be ruthlessly exploited by gankers.
Where would be a good place? Hmm... not sure I can think of any areas with an Imperial influence, but where the Imperials are not hostile for one reason or another.

✭✭✭I would like to make a place that looks like the 3 inns in the vicinity of Weyland Priory. It's one of the few places you'll see that little lootable box, on a shelf. There's one in the public dungeon in Reaper's March, too.
I have some of that furniture from buying the Demesne house with eso+ crowns long ago. Sad that we can't make it.0
